Anthony Felder, PE


Tony has been with CRSI since May of 1984. Before joining CRSI, Tony worked for Inryco for seven years, serving as a Detailer in their structural steel division and Engineer in their post-tensioning, reinforcing systems, and nuclear containment divisions. Since joining CRSI, Tony has been the editor of the Manual of Standard Practice, Placing Reinforcing Bars, Design Handbook and Reinforcing Bars: Anchorages and Splices, as well as numerous other Institute publications.

Tony currently serves as the Secretary of ACI/CRSI Committee 315, Details of Concrete Reinforcement, as well as a Member of several other ACI Committees, including Committee 439 on Steel Reinforcement and Committee 408 on Bond. ACI/CRSI Committee 315 is responsible for maintaining the ACI Detailing Manual. For the last several years, Tony has also served as Secretary of ASTM Subcommittee A01.05, Steel Reinforcement. Sub A01.05 is responsible for maintaining A615, A706, A775, and all the other ASTM material specifications for steel reinforcement.

Greg Halsted, PE CRSI Western Region Office

Greg joined CRSI in 2012. Greg is responsible for promoting the use of reinforced concrete construction in the building, bridges, and paving markets to achieve an increase in the market share for reinforcing steel usage through engineering, marketing, and educational activities throughout the CRSI Pacific Northwest and Western Canada Chapters. Greg is currently the Project Manager for the CRSI-FHWA Cooperative Agreement on continuously reinforced concrete pavements (CRCP). In 2000, he received the Georgia Department of Transportation (GDOT) Commissioner’s Achievement Award for developing an alternative roadway base for the Sapelo Island Lighthouse Restoration Project, and in 2006 received the Portland Cement Association (PCA) Extraordinary Contribution Award for his assistance in industry promotion and marketing. He received his Bachelor of Science degree from Southern Polytechnic State University in Marietta, Georgia and is a registered Professional Engineer.

Before joining CRSI, Mr. Halsted worked ten years as a Market Manager for PCA, responsible for the design and construction technical services assistance, marketing, and promotion of all cement-based pavement materials. Prior to PCA, he worked 17 years as a Technical Services Manager for GDOT and has knowledge of planning, design, materials testing, and construction.

Dr. Mota is the Vice President of Engineering and for the Concrete Reinforcing Steel Institute (CRSI). Mike is responsible for the Engineering Department and oversees the development of all technical publications and standards. Mike is an active member of several ACI and ASCE committees; Chair of ACI Committee 314 on Simplified Design of Concrete Buildings, serves on the Board of Directors of the Concrete Industry Board of New York City/NYC ACI Chapter and is a past member of the editorial board of STRUCTURE magazine. Mike was elected a Fellow of ASCE in 2012, ACI in 2013 and SEI in 2015.

Prior to joining CRSI, Mr. Mota worked for the Portland Cement Association in a similar capacity since 2001.

After a long and mutually-respected work relationship, CRSI is proud to have Dave join the CRSI staff on a permanent basis. Dave’s proficiency and expertise in reinforced concrete design is well regarded in the design community. His role at CRSI is to facilitate the development and output of technical information produced by the Institute as well directing and providing assistance to our technical department and member committees.

Dave has authored numerous publications on reinforced concrete design, including his latest titled Reinforced Concrete Structures - Analysis and Design, Second Edition, which is based on the provisions of ACI 318-14. He was the recipient of the Alfred E. Lindau Award from the American Concrete Institute in 2014.

Prior to joining CRSI, Dave was Principal at a consulting structural engineering firm in Chicago, IL. He is a member of a number of ACI Committees and serves as an Associate Member on the ASCE 7 Committee. He is also past president of the Structural Engineers Association of Illinois.

CRSI is pleased to welcome Rob to the team. Rob Kinchler joined CRSI in early 2016. Rob is the Southwest Regional Manager and promotes the benefits of reinforced concrete construction to the marketplace. Rob is a structural engineer with years of experience designing industrial and commercial projects. He is available to deliver educational presentations on reinforced concrete systems, technologies, and industry related topics. Rob’s background includes developing conceptual budgets and utilizing subcontractor relationships to more accurately determine up front project costs. He is a graduate of Auburn University and received his M.S. in structural engineering in 1991.

Prior to working with CRSI, Rob spent ten years working with AISC as a regional engineer. He was responsible for putting together conceptual budgets for projects using steel, developing design fabricate build teams, giving technical presentations, and promoting the use of steel. Before that he worked with Raytheon Engineers and Constructors and Burns & McDonnell EAC designing concrete and steel structures for power plants, paper mills, and other industrial facilities.

Jose Mendoza, PE, M.ASCE CRSI Pacific Southwest Region Office

Jose comes to CRSI with more than 16 years of experience with Hilti and is a registered Professional Engineer in California, Nevada, and Arizona. He is very familiar with the architect, engineer and construction communities in the states he is registered in and also very familiar with CALTRANS and the other inspection agencies in California.

Jose is a PhD candidate in Technology Management from Technological University of the Philippines, a Master of Public Administration from California State University- East Bay, a Master of Engineering from Polytechnic University of the Philippines and a BS Civil Engineering from Technological Institute of the Philippines. In 2012, he was the recipient of the Outstanding Alumni Award in Civil Engineering from Technological Institute of the Philippines. Jose is also a member of the Structural Engineers Association of Central California (SEAOCC), the American Society of Civil Engineers (ASCE), Construction Specifications Institute (CSI) and the International Code Council (ICC).

Anthony (Tony) Johnson PE, has been a member of the Concrete Reinforcing Steel Institute’s Regional Manager team since October 2007. He is responsible for providing technical assistance, outreach and education to engineers, architects, owners, contractors, as well as student groups, across the CRSI Midwest Region. Tony also leads CRSI’s efforts for forecasting the reinforcing steel market on a national, regional and state level as well as reporting on the market share of reinforced concrete across various vertical construction markets.

Prior to joining CRSI, Tony was employed by the Edw. C. Levy Co. where he served in several technical services and product management positions for more than 10 years. During this time, he led a staff of technical specialists and quality control technicians and was responsible for the continuous improvement of product quality and for product physical properties analysis and reporting. In the late 1990’s, he was employed as a Site Engineer with Walker Civil Engineering in Sydney Australia. Tony is actively involved with many concrete and construction industry associations, both throughout the Midwest and on a national level. He is a member of the American Concrete Institute (ACI), and is Past President and current Treasurer of the ACI Greater Michigan Chapter, he was awarded the prestigious ACI Chapter Activities Award in April 2013. He also serves on ASTM International’s committee A01.05 on Steel Reinforcement and is an Ex-Officio Member of the Tilt-Up Concrete Association’s Board of Directors.

In 2004 Tony graduated from the Michigan State University Eli Broad Graduate School of Management where he attained a Master of Business Administration. In 1997, he graduated with honors from the University of Wollongong (Australia) with a Bachelor of Engineering in Civil Engineering.
